Samuel Risley (YEARS). Risley began as an engineer, eventually directing his career towards public safety and inspection. This led to him becoming the first Chairman of the Board of Steamship Inspection in 1858. He is credited with being the founder of the Ship Safety Branch, which is now the Marine Safety Branch at the Department of Transport. He was considered a pioneer in safety regulation.
